Capitol Complex Parking Ramp F

The first design-build contract bid by the state for a project of this scale, the new Minnesota State Capitol Parking Ramp F overcame many unique challenges to open within a 16-month timeframe. Many parameters guided the design of the new four-level, 530-stall ramp, not the least of which being its tight site sandwiched between two state office buildings, one with sensitive vibration equipment, and two major streets that could not be closed during construction.

Designed in a little less than three months, the final solution reflected the desires and needs of five major stakeholder groups. The design fit into the context of the historic Minnesota Capitol Complex; preserved views of the historic Saint Paul Cathedral; and provided both secure contract parking and public parking. Not able to connect directly to the stormwater sewer system and not having the option to place a retention tank to the south of the structure, the design team, civil engineers and contractor devised a plan to build a retention pond to the west of the structure as an element of the pedestrian plaza, satisfying city ordinances and giving the Capitol Complex a value-added element to the ramp.
