Based on a master plan and feasibility study BWBR completed for Minnehaha County, BWBR designed a 408-bed replacement jail supporting 16 inmate classifications, including maximum, medium, and minimum security and accommodating the separation needs of men, women, juveniles, disciplinary, health, and other inmate classifications.

The facility supports a hybrid direct/indirect supervision model to promote staff efficiency and operational flexibility. Jail security consists of four zones: building perimeter maintained through observation and controlled access; security perimeter considered a maximum security zone with restricted access controlled by a central security station; and, respectively, secured housing pods and individual cells, monitored by pod control for restricted movement in and out of the housing pods.

The existing jail was remodeled for the Sheriff’s Department and administrative support functions.
